This study seeks to explore next steps for agrarian reform implementation in the country, during the anticipated transition period (2014-2016)5 and as a continuing program. The study evaluates how CARP and CARPER have been implemented for the past 25 years as a guide for recommendations to improve agrarian reform implementation during and after the transition period.
